Fees for importers of sound and visual recording devices in Slovenia

Each time you export devices for sound or video recording and blank audio or video fixation media on Mimovrste.com and sell it to a Slovenian customer, you are obliged to pay a fee to the Collective Management Organisation (CMO) Društvo Kopriva, k.o., Kolodvorska ulica 7, 1000 Ljubljana.

Legal basis

The fees are part of The Copyright Act and the Tariff Agreement concluded with the Chamber of Commerce of the Republic of Slovenia.

What products the fee applies to

The list of products you need to pay the fee for is defined in tariff contract. It includes the following product categories:

  • Computers: any product declared by the manufacturer as a desktop, laptop or other type of computer, excluding a tablet (see "Tablets" below).
  • Tablets and other devices with integrated memory: any product declared by the manufacturer as a tablet (tablet computer) and any product with an integrated memory that enables the consumption of audio and/or visual content ― for example, smart boxes, media players, game consoles, mp3 players, transport vehicles, and so on.
  • Mobile phones: any product with an integrated storage unit, declared by the manufacturer as a mobile phone, allows the consumption (use, playing, presentation, and so on) of audio and/or visual content.
  • Other mobile devices: any mobile product with an integrated storage unit that enables the consumption (use, playing, presentation, and so on) of audio and/or visual content (for example smart watches, headphones with integrated storage, and so on).
  • Hard disk drives (HDD) and solid state discs (SSD):: any product declared by the manufacturer to be a hard disk drive (HDD) or a solid state disc (SSD) that is not part of a computer.
  • USB flash drives and memory cards: any type of external storage device, including USB flash drives, CompactFlash (CF), Secure Digital (SD), SDHC, SDXC, MicroSD, MicroSDHC and MicroSDXC, and so on.
  • Analog Recording Devices: an individual device that allows the analog recording of audio and/or visual content (for example cassette players, tape recorders and other similar devices, video recorders, and other similar devices).
  • Digital recorders:
    • AV recorders: a single device that enables digital reproduction of audio and/or visual content (for example CD burner, DVD burner, Blu-ray burner, MiniDisc burner, digital camera, and so on).
    • Computer recorder: a single device that enables digital reproduction of audio and/or visual content (for example computer CD, DVD, Blu-ray, etc. burner).
  • Analog media: individual media allowing the analogue recording of audio and/or video content (for example audio cassette, video cassette, magnetic tape and other similar media).
  • Digital optical media (CD, DVD, BluRay) and others ): digital optical media that allow the digital fixation of audio and/or visual content and that are primarily used for a single fixation of the content.

It also applies to the import of refurbished devices..

To whom the fee applies

The fee applies to sellers from outside Slovenia, who import and sell sound or video recording devices and blank audio or video fixation media to the Slovenian market.

How to pay the fee

Mimovrste.com will provide sales information monthly to Društvo Kopriva, k.o.

You will get the invoice with the fee directly from Društvo Kopriva, k.o. two times per year for items with this obligation sold in two periods:

  • January 1 — June 30, and
  • July 1 — December 31. 

Registration at Kopriva

Mimovrste.com will prepare and submit the report to Društvo Kopriva, k.o. for you. But you can also register at Društvo Kopriva, k.o. and sign the individual contract with them to get a discount on your fees:

a) 5% discount for concluding a contract,

b) 5% discount for monthly reporting and payment schedule,

c) 5% discount for reporting in a template form provided by Društvo Kopriva, k.o.,

d) 5% discount for consenting to access Client's data for the purposes of inspecting the validity of its reports.

An additional 5% discount applies to the clients who sign their individual contracts with Kopriva within 30 days from the start of their commercial activity in Slovenia.

The client selects discount options. Discounts sum up to a maximum of 25 %.

Where the obligation is stated

The Slovenian Copyright Law considers importation as the release of goods into free circulation under customs regulations of the European Community and as each admission to the territory of the Republic of Slovenia from other EU Member States. 

This obligation is stated in the Copyright Act and the Act on Collective Management of Copyright and Related Rights in Slovenia.
